<P>PROBLEM TO BE SOLVED: To provide an image encoding device capable of encoding an image so as to suppress occurrence of image quality deterioration even when the main cause of the image quality deterioration, such as scene change, appears. <P>SOLUTION: When a scene change detecting part 16 detects an image accompanied with the scene change, a code amount control part 20 allocates a large number of code amount to an image which is input after the image accompanied with the scene change and is a first input image among images the picture type of which is an I picture or a P picture, and makes the total number of codes of an n-th GOP (group of pictures) to which the image with the large number of codes allocated thereto belongs to be a value larger than the specified code amount. The code amount control part 20 offsets the code amount which exceeds the prescribed code amount in the n-th GOP by making the target code amount of a plurality of the (n+1)-th and subsequent GOPs smaller than the prescribed code amount and performs control so as not make the average value of the generated code amount per the optional number of GOPs exceed the prescribed code amount. <P>COPYRIGHT: (C)2008,JPO&INPIT |
