PROBLEM TO BE SOLVED: To provide a washing roller capable of preventing a reduction in removal efficiency of a foreign matter, and a washing apparatus provided with the washing roller. SOLUTION: The washing roller 1 has a cylindrical roll body 11, and a plurality of projection parts 12 provided on the outer peripheral surface of the roll body 11. The respective projection parts 12 are elliptical shapes in plan view. The plurality of projection parts 12 are constituted by a first group of projection parts 13 having a long axis of the ellipse inclined in one direction relative to the axis A passing through a central part of the roll body 11 and perpendicular to the central axis B of the cylindrical roll body 11 and arranged in the staggered form, and a second group of projection parts 14 having the long axis of the ellipse inclined relative to the axis A along the other direction different from one direction and arranged in the staggered form. The inclination direction of the first group of projection parts 13 and the inclination direction of the second group of projection parts 14 are symmetrical while interlaying the axis A.
