A method of signal processing in a cellular telecommunications system comprising a plurality of mobile stations and a plurality of cells transmitting and receiving on one or more channels, the method comprising: comparing a cell appearance frequency of each of the cells with a first predetermined threshold, the cell appearance frequency including at least one of level crossing rate and elapsed time; calculating (1003) for each of the cells the cell appearance frequency passing the first predetermined threshold as the cell quality measurement; creating an ordered list of the cells according to the cell quality measurement of each of the cells; and updating the ordered list including determining (1004) if any of the cells has a cell quality measurement above a second predetermined threshold, and removing (1005) from the ordered list a cell having the cell quality measurement below the second predetermined threshold.
