<P>PROBLEM TO BE SOLVED: To effectively reduce the damage of an IC tag during conveyance. <P>SOLUTION: This IC tag access device comprises a conveying mechanism for conveying paper with the IC tag attached. The conveying mechanism comprises a roller pair 28 rotated while holding the paper to deliver the paper downstream, and a holding condition changing mechanism for changing conditions for holding the paper by the roller pair 28.
