PROBLEM TO BE SOLVED: To provide a charging device to carry out charging of a body to be charged in a favorable state with little vibration, a cartridge and an image forming device to carry out a favorable image formation with such a charging device, and a cleaning member which realizes a favorable contact state in which a backlash hardly occurs even when it contacts with an outside member and sliding occurs. SOLUTION: A charging device is provided with a charging member which contacts a body to be charged and rotates and adds an electric charge to the body to be charged, and a cleaning member which carries out a cleaning of the charging member by contacting the charging member and which includes a body that consists of a high polymer material having a foaming structure and a mixture of a resin having a crosslinked structure and conductive particles and which has a coating film that covers the structure wall of the foaming structure at the surface part of the body.
