PROBLEM TO BE SOLVED: To provide a covering device capable of surely preventing a covering member from being displaced by a wind etc. and capable of facilitating the operations of the erection and removal of the covering member, and a building. SOLUTION: A pressing cap 24 of a locking device 20 is pressed against a top surface portion 5F of an upper rail 5, hardly exposed to rain, dust, etc., by the urging force of a spring 23B. Thus, a decrease in displacement regulating force can be prevented by regulating the displacement of the covering member 10. Additionally, a hanger bolt 15C of a sash roller device 15 and a retainer nut 15D thereof can be engaged with/disengaged from each other, and a rod 23 of the locking device 20 and the pressing cap 24 can be engaged with/disengaged from each other. Consequently, when the bolt 15C and the retainer nut 15D are separated from each other and the rod 23 and the pressing cap 24 are separated from each other, the covering member 10 can be easily installed on the upper rail 5, and easily detached from the upper rail 5.
