PROBLEM TO BE SOLVED: To provide a light emitting apparatus which improves an extraction efficiency of light emission without reducing the yield. SOLUTION: The manufacturing method of a light emitting apparatus includes a seed forming process in which a seed portion 32 of an island shape is formed on a substrate 31, a reflection layer forming process in which a reflection layer 33 is formed with the seed portion 32 as a core, and a light emitting element forming process in which an organic EL element 21 having a light emitting functional layer 42 is formed on the reflection layer 33.
