The quality of service guarantee system through a real-time call monitor of an external computing device VoIP telephone using a voice packet network service of a VoIP mode in hybrid fiber coaxial network and a method thereof are provided to request time allocation required for VoIP data transmission to a cable modem. A cable modem terminating system confirms the VoIP call back of a plurality of cable modems connected to the hybrid fiber coax as the cycle of the establishment time unit(S10). In the specific cable modem among a plurality of cable modems, the VoIP call for the internet phone from the VoIP terminal or the computer terminal is generated. The VoIP house for the internet phone is generated from the other party(S11). VoIP data for the internet phone is transmitted through the uplink channel or the downlink channel(S13).
