A power controlling apparatus and method of a heating device and a lamp is provided to secure the durability and long lifetime of the device by operating a magnet relay without an arc. A bilateral-way rectifier element(20) controls the power of AC power source according to an ON / OFF signal of the microprocessor. A magnet relay(10) is connected in parallel with the bilateral-way rectifier element. The microprocessor maintains the normal times bilateral-way rectifier element OFF and maintains a magnet relay ON. Firstly, the microprocessor converts the bilateral-way rectifier element into the ON in supplying a second load and converts the magnet relay off after 90msec. Therefore, a contact point of the magnet relay is converted to the NC(Normal Close) state.
