A piston rod manufacturing device and method is provided to prevent a steel pipe from being separated from the rod. A piston rod manufacturing device comprises: a rod(1); a stainless tube(2) having the high corrosion resistance installed in the surface of the rod; a tube heater(3) heating up and the stainless tube to be extended; a pressurization unit(4) inserting the stainless tube to the outer circumference of the rod by pushing the tube heater and stainless tube towards the rod; and a rod bearing unit(5) fixing one end of the rod.
