A vortex heating generator is provided to heat fluid using thermal energy generating in rotating the fluid at high speed without using an additional fossil fuel. A high efficiency heating device comprises a motor(200), a housing(10) in which a penetration hole(11) in which a rotating shaft(210) of a motor is inserted is formed, in which a plurality of grooves(13) are formed like a step on the inner surface and outer surface is formed with a discharge pipe(20) connected to the inner surface; a cover(30) assembled to the housing, in which a penetration hole(31) to be assembled to a suction pipe(40) is formed inside and a plurality of grooves(33) is formed like a step on the inner surface; a fluid accelerating unit(60) of an impeller type, formed on the end of a rotating shaft of a motor; and a vortex activating unit(50), assembled to the housing and the inner surface of a cover away at regular interval from, in which a hole(51) in which a rotating shaft of a motor is formed in the center and whose outer surface has a plurality of grooves(53) shaped like a step.
