A server device, a system and a method for a roaming packet data service which generates emergency signal in case the packet transmission rate of the specific business carrier falls under predetermined threshold by generating alarm are provided to monitor the quality of the packet data service. A server device for a roaming packet data service provides a packet data service through roaming between the distinct mobile radio communications network. The server device collects at least one information of packet data service protocol related authentication information and accounting information(S605). The server device provides the quality statistical information of the packet data service to each mobile radio communications network(S609). The success rate is calculated by using the connection demand packet transmission quantity through a packet data service and an access accept packet quantity.
