PROBLEM TO BE SOLVED: To reduce peak electric power, without deteriorating a transmission quality, without requiring a high speed and high performance processing unit. SOLUTION: A phase control part 26 successively selects a phase rotating pattern from a phase pattern table 25, and a phase of a synthetic waveform with respective blocks of a time base converted by IFFT 22a-22k by the selected phase rotating pattern, is rotated by a phase rotating part 23. An OFDM symbol is generated by adding the phase-rotated synthetic waveform of the respective blocks by an adder 24. A peak value is detected with every OFDM symbol, and when detecting that the peak value becomes a first threshold value or less, PTS processing is finished by outputting its OFDM symbol.
