PROBLEM TO BE SOLVED: To provide a means reducing the scattering of asbestos when treating the surface of an asbestos-containing building material used for a roof, an external wall or the like for a building. SOLUTION: A brush 3 is pushed against the surface of a large-corrugated slate roofing material (an asbestos content of 5%) as the asbestos-containing building material 1 after 30 yrs. have passed after the completion of the building, and the surface of the large-corrugated slate roofing material is shaven off in a depth of 0.02 mm on an average. The surface of the large-corrugated slate roofing material is coated with a solidifying agent by using an airless spray. A spray pressure in this case is set in 1.1 MPa, and a discharge is set in 0.6 liter/min. The solidifying agent moistens the surface of the large-corrugated slate roofing material and suppresses the scattering of asbestos while being permeated to the inside to solidify asbestos. An acrylic-resin emulsion in the solidifying agent forms a film, and the solidifying agent is fixed onto the large-corrugated slate roofing material. Polymer cement mortar is applied.
