PROBLEM TO BE SOLVED: To provide a tail rotor device capable of canceling torque generated by the rotation of a main rotor during hovering, and accelerating a flight speed during a forward flight, and a helicopter. SOLUTION: The tail rotor device is equipped with a drive shaft 21 extending along a fore-and-aft axis of an airframe, and rotated and driven, a plurality of cyclo wings 22 disposed on a nearly-conical surface with the drive shaft 21 as a center and extending along the drive shaft 21, supporting parts 24, 41 radially extending from the drive shaft 21 and connecting both ends of the cyclo wings 22 and the drive shaft 21, and a control part provided along the conical surface and controlling a rotating angle of the cyclo wings 22 with a rotational axis extending along the drive shaft 21 as a center.
