PROBLEM TO BE SOLVED: To provide a travel plan creating system and a travel plan creating device for properly deciding a priority to generate a travel plan, and generating a travel plan for achieving overall smooth travel of a vehicle group. SOLUTION: The travel plan creating system includes: a temporary priority setting section 21 for setting a temporary priority to a plurality of vehicles; a temporary travel plan creating section 22 for creating a temporary travel plan of a vehicle in the order of the temporary priority; a travel state acquisition section 23 for acquiring a travel state when traveling in the temporary travel plan; a priority setting section 24 for setting a priority to a plurality of vehicles based on the travel state; a travel plan creating section 25 for creating a travel plan of a vehicle in the order of the priority; and a transmission means for transmitting a travel plan to a plurality of the vehicles. The travel state acquisition section 23 acquires a travel state for each vehicle when a temporary priority is set as a predetermined rank, and the priority setting section 24 increases the priority of a vehicle which does not travel smoothly, thus a travel plan achieving overall smooth travel of the vehicle group is created.
