PROBLEM TO BE SOLVED: To provide a louver device which can prevent an operating member from getting a scratch, which enables the fine adjustment of a locking angle and which is excellent in the operability and discriminability of locking and unlocking, and to provide fittings. SOLUTION: Since the rotation of an operating dial 242 is regulated by the engagement of a locking gear 253 of a locking member 25 and a main driving gear 243, the surface of the operating dial 242 can be prevented from getting the scratch, and the rotation of the operating dial 242 can be regulated in the unit of a rotational angle based on an interval between teeth of the gear. Thus, a rotation locking angle of a slat 14 can be finely adjusted with a fine pitch based on the interval between the teeth of the gear, and the slat 14 can be locked at an angle based on a user's taste. Additionally, since the operating dial 242 and an operating knob 252 are provided in the state of protruding to the side of a balcony, operability and visibility can be enhanced, and the user can easily discriminate the states of the locking member 25.
