<P>PROBLEM TO BE SOLVED: To provide a cylindrical body for a horizontal-axis windmill, free from rusting and the entry of foreign matters, and its manufacturing method. <P>SOLUTION: The cylindrical body 27 is arranged between the shaft body of the horizontal-axis windmill and a blade. It comprises a cylindrical shell part 33, a first flange part 35 fixed to one end of the shell part 33 and connected with the blade, and a second flange part 36 fixed to the other end of the shell part 33 and connected to the shaft body. The shell part 33 consists of a rubber material 51 formed cylindrical, and a plurality of linear strips 52 embedded in the rubber material 51 and arranged in inclination at a predetermined angle to a direction parallel to the axial direction. When tensile force F is given to the shell part 33 by centrifugal force due to the rotation of the blade, both opening ends of the shell part 33 are rotated to be twisted with the operation of the linear strips 52.
