PROBLEM TO BE SOLVED: To provide a transmitter capable of reducing a load of a power supply unit of the transmitter in transmitting signals to a receiver, and to provide a program and a transmission method. SOLUTION: The transmitter having a plurality of antennas for communication with the receiver is provided with: a determination section for determining whether or not the timing of a peak of the power transmission of signals transmitted from the antennas to the transmitter matches; and a control section in which, when the determination means determines that the generation timing matches, the transmission power of signals transmitted from at least one antenna of the plurality of antennas to the receiver is made smaller than the transmission power of signals transmitted from the one antenna to the receiver when the determination section determines that the generating timing does not match.
