PROBLEM TO BE SOLVED: To reduce the circuit size of a bus arbitration device. SOLUTION: When a bus use request is sent from any of the bus using devices 20A to 20D, a request storage section 12 stores the bus use request. When a bus use request is stored in the request storage section 12, a bus arbitration section 14 permits a bus using device demanding the bus use request to use a bus 30 and deletes the bus use request from the request storage section 12. Meanwhile, if a plurality of bus use requests are stored in the request storage section 12, a plurality of counters 13A to 13D are counted down. If a counter is counted down to zero, the counter is repeatedly counted down from an initial value. The bus arbitration section 14 permits bus using devices to use the bus 30 in the order of bus using devices whose counters are counted down to zero, and deletes the bus use request sent from a bus using device, which has been permitted to use the bus 30, from the request storage section 12.
