摘要 PROBLEM TO BE SOLVED: To provide a technique for accurately determining fluid-using appliances from the viewpoints of the dynamic range of flow rate values and the total integrated flow rate value. SOLUTION: A flow-measuring apparatus is provided with a flow rate information storage part for storing measure flow rate values measured by a flow measuring part; a part for computing the dynamic range of the measured flow rate values, corresponding to the amount of change of the measured flow rate values within a prescribed period; an appliance determining part for determining whether the dynamic range of the measured flow rate values exceeds a prescribed threshold value, and determining fluid-using appliances or leaks; a flow rate computation part for computing flow rate values and their integrated flow rate value, on the basis of instantaneous flow rates measured by the flow rate measuring part; a flow rate characteristics storage part for holding flow rate characteristics information for the determination of gas leaks; and a leak determination part for determining gas leaks, on the basis of the flow rate characteristics information, based on flow rate characteristics values including the flow rate values and the integrated flow rate value. When the dynamic range of the measured flow rate values of the appliance determination part is equal to the prescribed threshold or smaller and that the total integrated flow rate value determined by the leak determining part as a leak is equal to a prescribed volume or greater, this is specified as a leak.
