The device (1) has a clockwise rotating free wheel (7) including an outer ring freely driven in rotation in an anti-clockwise direction around a coaxial left anti-rolling semi-bar (2b). Clockwise and anti-clockwise rotating electric motors (3, 4) e.g. variable speed motors, are supported by a rotating case (20) rotatably integrating a coaxial right anti-rolling semi-bar (2a) and controlled by a controller based on operation parameters of a vehicle to allow connection of the bars and transmission of torque when the motors are stopped, and disconnection of the bars when the motors are operated.
