The device has a heat exchanger (1) inclined at an angle of 45 degrees, and supplied with cold or hot water by a reversible liquid cooler. A waste water conduit towards a waste water collector (5) is maintained through inclination of the exchanger maintained by inclined wall brackets (3), where the device is operated by natural convection, and permits air to be in circulation due to temperature difference between ambience and the exchanger. A deflector (4) below the exchanger diverts a portion of the air cooled in an upper part in the ambience.
