<p><P>PROBLEM TO BE SOLVED: To control congestion caused by the concentration of each session establishment request in an IP telephone network. <P>SOLUTION: A congestion control unit 106-1 measures the traffic of an IP telephone network or the processing load of a session setting processor 104-1, and the congestion control is exercised when the traffic or the processing load is over a threshold level. As an example, if a session establishment request between a calling IP telephone terminal 102 and a gateway 107 is generated, the congestion control unit 106-1 investigates whether or not a pair of an address of the calling IP telephone terminal 102 and an address of the gateway 107 are accumulated in a session incomplete information accumulating means.
