This invention provides a process for producing an organic EL panel which can suppress short-circuiting resulting from the attachment of foreign matter during a production process. The organic EL panel produced by the production process comprises an organic electroluminescent element comprising a first electrode, a plurality of organic compound layers including a luminescent layer and a second electrode provided on a substrate, the organic electroluminescent element having been sealed with a sealing member. The production process is characterized in that the step of forming the first electrode and the step of forming at least one layer of the plurality of organic compound layers are performed under vacuum conditions, and the step of forming the first electrode and the step of forming at least one layer of the plurality of organic compound layers are successively performed.
