A radio base station device (10) includes: an upstream resource allocation unit (13) which allocates an upstream resource to a mobile station (01) in accordance with a random access signal transmitted by using a random access preamble by a mobile station (01); a random access response signal transmission unit (14) which reports the upstream resource to the mobile station (01) by using a random access response signal; and an upstream scramble interpretation unit (16) which performs a descramble process on the upstream signal transmitted from the mobile station (01) by using upstream resource, by using the upstream scrambling sequence corresponding to the upstream resource.
