PROBLEM TO BE SOLVED: To solve problems in which moist feeling is little and effect for softening the skin is also poor in conventional cosmetic liquids, though cosmetic liquids are generally weakly-acidic and there are three kinds of acidic cosmetic liquids, alkaline cosmetic liquids and neutral cosmetic liquids as cosmetic liquids other than the above cosmetic liquids and the weakly acidic cosmetic liquids are used as cosmetic liquids made to match with pH of the skin and free from stimulation and the acidic cosmetic liquids are mostly used for returning pH of the skin to healthy state, because pH of the skin is inclined to alkalinity from spring to summer and alkaline cosmetic liquids are used as cosmetic liquids imparting moisture to the skin. SOLUTION: The cosmetic liquid has pH of 9-13. The cosmetic contains, preferably, an organic amine compound. The organic amine compound is further preferably a basic amino acid.
