PROBLEM TO BE SOLVED: To provide a three-dimensional image forming body, which dispenses with a tool for three-dimensionally observing a printed matter, dispenses with training for recognizing an image, can provide a good appearance as an image constituting a three-dimensional image, and enables visual recognition of the three-dimensional image by naked eyes. SOLUTION: The three-dimensional image forming body comprises a first print layer and a second print layer on a substrate. The first print layer is composed of a first image formed by a color material containing a photoluminescent material having a color different from that of the substrate, the second print layer is composed of a second image formed by a transparent color material. The first image and the second image are formed in substantially the same pattern. The second print layer is formed so as to be laminated on at least a part of the first print layer, and the second image is formed so that its center is matched with the center of the first image, or so that it is shifted 1-65 mm from the center of the first image.
