PROBLEM TO BE SOLVED: To provide an image forming apparatus which suppresses occurrence of an abnormal image and excels in prolongation of a life by performing stable electrification control to toner left after transfer, and a process cartridge. SOLUTION: The image forming apparatus includes a toner electrification controller 8 arranged on a more upstream side in a moving direction of a photoreceptor 1 than an electrifying device 6 and on a more downstream side in the moving direction of the photoreceptor 1 than a transfer bias roller 18, and controlling the electrifying polarity and charging property of the toner after transfer 9 remaining on the photoreceptor 1. The toner electrification controller 8 is constituted of an endless belt 20 at least the surface of which has conductivity, a driving roller 21 and a tension roller 22 on which the endless belt 20 is tensioned and laid so that the photoreceptor 1 and the endless belt 20 abut on each other, and a high-voltage power supply 23 which applies bias to the surface of the endless belt 20. In the toner electrification controller 8 using the endless belt 20, toner adhesion is reduced further, abutting area on the photoreceptor 1 is secured to be wider, and more stable electrification control is achieved than when using a conductive sheet or the like.
