PROBLEM TO BE SOLVED: To provide an image forming apparatus or the like achieved pressure-control to a fixing device constituted of two rollers, by simple constitution. SOLUTION: This fixing device/image forming apparatus is provided with: a heating roller rotated around a rotation axis A as an axial center, and for receiving heat from a roller surface; a pressurizing roller rotated around a rotation axis B as an axial center, and energized onto a heat receiving surface of the heating roller in a first position of forming a first distance between the rotation axis A and the rotation axis B; an axis moving means for moving to a second position of forming a second distance having a distance longer than the first distance between the fellow rotation axes and of energizing the pressurizing roller onto the heat receiving surface of the heating roller, while maintaining either of the rotation axis A or the rotation axis B in axial parallel to the other rotation axis, and; a control means for controlling the moving of the rotation axis by the axis moving means, based on at least one of a temperature of the heating roller, a thickness of a transfer medium that is a fixing object, and a kind of the transfer medium.
