PROBLEM TO BE SOLVED: To provide: a cleaning device capable of preventing the reduction of the service life of each member due to the increase of the frictional force between the surface of a recovery member and a peeling member by removing toner on a body to be cleaned with a brush roller and recovering the toner on the brush roller with the recovery member whose surface is moved, thereby removing the toner on the recovery member with the peeling member; an image forming apparatus provided with the cleaning device; and a unit device. SOLUTION: The cleaning device 7 has: the brush roller 71 coming into contact with the surface of a photoreceptor 1 as the body to be cleaned; the recovery roller 72 whose surface is moved to come into contact with the brush roller 71, to recover the toner adhering to the brush roller 71; and a scraper member 73 being the peeling member for peeling the toner adhering to the surface of the recovery roller 72 from the surface of the recovery roller 72. Further, the cleaning device 7 has a second lubricant applicator 32 constituting a recovery member lubricant supplying means for supplying lubricant to the recovery roller 72.
