PROBLEM TO BE SOLVED: To provide a sheathing board for a keystone steel form, for use in an individual footing, a beam including a binder, a column base, etc., which enables an improvement in workability and a reduction in total cost by restraining the outflow of concrete from the steel sheathing board, reducing the number of separators for use, and dispensing with the removal of forms; and to provide a manufacturing method for the sheathing board. SOLUTION: This sheathing board 2 for the keystone steel form is composed of a unidirectional-type mesh group 7 which is opened upward on the bottom surface 6 of a bent groove portion elongated in a height direction and a side surface 5 of the steel sheathing board, or an expansion-molded mesh group 7 which is folded back after being opened. The manufacturing method for the sheathing board comprises: a step of punching a cut group in the side surface of the keystone steel sheathing board 2 and the bottom surface 6 of the bent groove portion by a press device, after bending a thin steel plate in a keystone shape by a bending device; a step of subsequently forming an expansion-molded mesh row 8, constituted by expanding the cut group, on the bent groove portion 4 in a central position and its side surface; and a step of repeating similar working outward after that.
