Fuel mixture (I) for ship machines, comprises a mixture of a simple propellant, an oxidative agent, sea water and a compound, which combines with a partial or total amount of magnesium contained in the sea water, to prevent the formation of magnesium oxide during combustion. Independent claims are included for: (1) an oxidative agent useful in the fuel mixture comprising the compound, which is mixed with an aqueous solution of hydroxyl ammonium perchlorate; (2) preparing the oxidative agent comprising mixing perchloric acid and hydroxyl amine in a given pH, where the end-pH value of 0.1M solution, after adding the phosphoric acid is 3-4; and (3) the operation of the ship machine containing a combustion chamber comprising introducing (I) into the combustion chamber.
