PROBLEM TO BE SOLVED: To prevent a fault diagnosis time of a voltage sensor from becoming longer due to communication delay on the occasion of acquiring a voltage from each cell IC, and also to prevent a detection error from being generated in a detected value by the cell IC due to the communication delay. SOLUTION: A battery controller 1 calculates an estimated total voltage Ve of a battery by using each cell voltage V1-V4 of its cells S1-S4 acquired with a cell IC 31 selected from among cell ICs 31-3n. The battery controller 1 diagnoses that the voltage sensor 4 has a fault, when the difference between the total voltage V of the battery 2 acquired with the voltage sensor 4 and the calculated total voltage Ve is not smaller than a fault determination threshold Vs, and sets the estimated total voltage Ve as a battery controlling voltage Vk.
