PROBLEM TO BE SOLVED: To secure a wide communication area and to select a suitable frequency in a radio communication system wherein a plurality of base station devices and a mobile station device communicate by radio. SOLUTION: Two different frequencies are alternately assigned to each of a plurality of base station devices 2a-2c so as to use for radio communication different frequencies in neighboring base station devices and to use for radio communication the same frequency in every other base station device. One or more base station devices 2c include a tone signal phase control means 27 each for controlling a phase of a tone signal so as to invert, at every other base station device that uses the same frequency for radio communication, a phase of a tone signal to be radio-transmitted to a mobile station device. A mobile station device 3 is capable of switching and using two different frequencies, detects presence/absence of a tone signal contained in a received signal, and switches the frequency to be used for radio communication in a case where absence of the tone signal is detected.
