PROBLEM TO BE SOLVED: To prevent incorrect action during the period from occurrence of an abnormality until detection of the abnormality. SOLUTION: EMC 10 calculates a target value of valve lift quantity VEL of an exhaust valve, and transmits the same to VEL-C/U20. The VEL-C/U20 controls VEL with following a VEL target value, detects VEL actual value and transmits the same to ECM 10. The ECM 10 calculates a target value of valve timing VTC and controls VCT. The ECM 10 set a control value of the VCT target value according to the VEL actual value. Although failsafe control is executed when a communication means 30 and sensors 51S, 49S have abnormalities, the limit value is calculated by offsetting a limit base value set according to the VEL actual value by component of displacement which can be done within time necessary for detecting the abnormality for setting the limit value in order to guarantee control from occurrence of the abnormality until detection of the abnormality.
