PROBLEM TO BE SOLVED: To provide a new wrapping bag which is for use in a thick layer base material spraying method etc., for instance, contributes to reduction of generation of the wrapping bags having filled therein various greening-related materials to be sprayed to a slope, i.e. reduction of generation of empty bags that form waste, and to provide a slope construction method to which the wrapping bags are applied. SOLUTION: In construction of the slope etc., the wrapping bags P which have filled therein the greening-related materials including introducing plants 11 such as seeds, a cultivating base material 12, and an auxiliary agent 13 that are to be sprayed to the slope S as greening base materials 1a, are made of a decomposable material, for instance. Alternatively the wrapping bags P in an empty state are charged into a granulating machine 31 to produce suitable particles or the like, which are then mixed to the cultivating base material 1a.
