PROBLEM TO BE SOLVED: To provide a water circulating snow melting device for performing snow removal on a roof, which can sufficiently perform the snow removal at a reduced cost while minimizing the environmental load. SOLUTION: The water circulating snow melting device 1A comprises a water storage tank, a lifting pump 30, a spray pipe 52, a pumping up pipe 51 connecting the spray pipe 52 to the lifting pump 30, and return pipes 53a, 53b and 53c for returning collected water to the water storage tank, and is adapted to feed water stored in the water storage tank to the spray pipe 52 by the pump 30 to melt accumulated snow, and to return the resulting water to the water storage tank through the return pipe 53c for reuse. The water storage tank is divided to a main water storage tank 10 and a sub-water storage tank 20, which are mutually connected by a connecting pipe 13, the sub-water storage tank 20 stores recovered water once, and discharges an overflow portion to the outside through an overflow pipe 23, and the connecting pipe 13 includes a level maintaining means for maintaining the water level within the main water storage tank 10, so that the recovered water is introduced from the sub-water storage tank 20 to the main water storage tank 10 as much as the quantity fed out by the lifting pump 30.
