An excess collection refunding method and system which can receive refund more easily, and a recording medium therefor are provided to convert and process a virtual account into an actual account if the real name of a refund receipt client for the virtual account which is opened temporarily newly is confirmed. A virtual account opening unit opens a virtual account temporarily newly to which the refund of the excess payment tax(or insurance bill) of a client is paid. An information storage unit connects and processes the opened virtual account information and client information and stores the processed information in a storage medium. If the refund of the excess payment tax(or insurance bill) of the client is confirmed, a refund processing unit requests the payment of the confirmed refund to the virtual account of the client. A temporary new administration unit processes the payment of the refund to the virtual account of the client. A user authentification unit confirms whether it is confirmed the real name of a refund receipt client for the virtual account opened temporarily newly within a real name confirmation period. If the real name of the client for the virtual account opened temporarily newly, a new account processing unit converts the virtual account opened temporarily newly into a new financial account. |
