A protective shutter or screen for attaching to a window G comprises a protective panel B and at least one mounting pad. The mounting pad is a rubber vacuum or suction pad comprising a main body D and a rubber suction pad E. The main body D has a threaded shank that fits through a hole drilled in the panel B. The panel B is secured by nut A. A layer of impact absorption material C may be provided between the panel B and the main body D. Nut A may be fixed in place by a security screw F.
