PROBLEM TO BE SOLVED: To provide an exposure determination apparatus for determining whether image exposure is adequate. SOLUTION: A first evaluation value derivation module derives the reference maximum brightness value in a block from the brightness value of each picture element belonging to the block in units of blocks produced by dividing an image based on image data and derives the first evaluation value of the image according to the derived reference maximum brightness values in each block.
