PROBLEM TO BE SOLVED: To provide a damper which is inexpensive and easily installed into a portable electronic device and to provide a portable electronic device. SOLUTION: A rubber damper 10, having a face for supporting a portable electronic device is provided with many bottomed recesses 11 on the face for supporting a portable electronic device or a face opposite thereto.
