PROBLEM TO BE SOLVED: To discriminate whether the change depends on any gas appliance in the case that generated flow rate change occurs when one gas appliance is controlled even when a plurality of gas appliances of the same kind operate. SOLUTION: A flow rate measuring device includes a flow rate measuring means 16 for measuring gas flow rate; an appliance discrimination means 19 for discriminating whether any gas appliance is started from time change of a measuring gas flow rate; an appliance flow rate calculation means 20 for calculating the gas flow rate of a control gas appliance, when control on one gas appliance during operation is performed to generate the change in the measuring flow rate; and a control appliance estimating means 21 for estimating whether any gas appliance, discriminated during operation is a control gas appliance based on an operation time of the plurality of the operating gas appliances, when a change occurs in the measuring flow rate, during the time the plurality of the gas appliances of the same kind operate.
