PROBLEM TO BE SOLVED: To provide a water cut-off layer forming method useful for forming a water cut-off layer formed by sufficiently and uniformly compacting a water cut-off material with high work efficiency. SOLUTION: This water cut-off layer forming method includes a sprinkling process of sprinkling the water cut-off material containing bentonite and water over the substantially horizontal surface; and a rolling compaction process of performing rolling compaction for the water cut-off material sprinkled over the substantially horizontal surface, wherein, in sprinkling the water cut-off material in the sprinkling process, the water cut-off material is injected from a nozzle and sprayed on the substantially horizontal surface.
