PROBLEM TO BE SOLVED: To correct a flicker component precisely even if the flicker component differs in an image and vertical signal intensity distribution includes a variation component except a flicker. SOLUTION: A plurality of flicker detection frames are set to a frame of image signals to detect flicker components for each flicker detection frame. Reliability in the flicker components is evaluated for each flicker detection frame based on the degree of correlation to a flicker model. For a region, where the evaluation of reliability is low, a different flicker model is used to reevaluate the reliability recursively. Eventually, a correction value is generated from the flicker components generated by the flicker components of a reliable region for applying to the image signal to correct the flicker components.
