PROBLEM TO BE SOLVED: To provide a sensor capable of detecting biological, chemical, and/or radioactive harmful substances. SOLUTION: This device and method for detecting the harmful substance utilizes a recirculator connected to first and second optical fibers and a substrate. The first optical fiber is connected to the substrate, and includes first and second opposite end parts, and a first substance incorporated inside. The first substance reacts to a first harmful substance type. The second optical fiber is connected to the substrate, and includes first and second opposite end parts and a second substance incorporated inside. The second substance reacts to a second harmful substance type. At least one recirculator is connected to the substrate, and at least some of light travels to the end parts opposite to the respective optical fibers by at least one recirculator when the light propagates from one of both end parts of at least one of the first and second optical fibers.
