<p><P>PROBLEM TO BE SOLVED: To provide a flexible and programmable system. <P>SOLUTION: The system for managing and controlling a target in a limited area such as a building comprises a plurality of electronic identification chips for transmitting and receiving a signal in a room of the building using ultrasonic wave or audible sound wave, a plurality of detectors for a fixed room for transmitting a signal to a chip in the same room or receiving a signal from the chip in the same room using ultrasonic wave or audible sound wave, and a central control unit for communicating with all the detectors for the room via a network in order to receive the information from the chip and the detectors for the room.
