PROBLEM TO BE SOLVED: To provide high quantization performance while reducing computational complexity. SOLUTION: The quantizer includes: a reference vector memory unit 11 which stores a plurality of reference vectors; a reference vector selection unit 16 which randomly selects a reference vector whose distance from an input vector meets a predetermined condition, among the plurality of reference vectors stored in the reference vector memory unit 11; and a reference vector update unit 15 which updates the reference vector selected by the reference selection unit 16 among the plurality of reference vectors stored in the reference vector memory unit 11, based on the input vector.
