A static route setting method for minimizing additional traffic on network and a packet distributing apparatus implementing the same are provided to set up the route conveniently and change the topology of the entire network by the control of a command. A mapping definition request command of alias name about a next-hop address group is received(110). A virtual name mapping table is updated by a netxt-hop address group by the required mapping information(140). The corresponding imaginary name is set up as the outside update state. The corresponding imaginary name of the imaginary name mapping table is updated with the defined next-hop address group information.
