<p><P>PROBLEM TO BE SOLVED: To provide a filter and a splitter which can be equipped singly, independently of the system to be installed, and which can realize a shorter developing period and cost reduction, thereby implementing communication data delivery and congestion control. <P>SOLUTION: An SIP signal splitter module 10 for interconnecting networks 14, 15 and 16 communicably has a structure in which SIP stack modules 11, 12 and 13 are disposed communicably. If its traffic causing increase in congestion, an SIP stack module connected to a network, where the congestion arises solely, controls the congestion. The SIP stack modules 11, 12 and 13 are each provided for each of the networks 14, 15 and 16 and enhance the processing capability of the SIP signal splitter module at the congestion control. <P>COPYRIGHT: (C)2009,JPO&INPIT</p> |
